Strategic Storage Partners (SSP) is a Management and Operating contractor to DOE.  As such, all financial responsibilities arising from the performance of our prime contract are reimbursed to SSP from the United States Treasury and are governed by DEAR 970.5244-1 and the Anti-Deficiency Act.  Both of these statutes prohibit SSP from agreeing to indemnify third parties.

Introduction

 

Strategic Storage Partners (SSP) at the Strategic Petroleum Reserve (SPR) procures a wide range of products, commodities and services in support of DOE’s SPR project. Please keep in mind that all of our procurements are made in the competitive marketplace, with the exception of special circumstances. Also note, that there are several sites where work is performed and your company will need to be able to supply products, commodities, and/or perform services at some or all of these locations:

VIP Registration and Small Business Utilization

 

In order for us to assist you in becoming a viable subcontractor we ask that you complete the online Vendor Information Portal (VIP) process linked at the top of this page. In completing the capabilities section, please mark ALL products or services that pertain to your company. This registration will add your information to our internal repository and will keep your information in front of our Buyers/SCAs when working new solicitations. It is also highly recommended that you register in the System for Award Management (SAM.gov). This is not required for work with SSP at this time but, it is required to subcontract directly with government agencies.

 

Please understand that submission of a profile questionnaire does not automatically place your company on a "bidders list," nor does it constitute approval of your firm as an SSP supplier.

This individual can assist you with the online VIP process, verifying upcoming solicitations, distributing your information to pertinent procurement/project personnel and answering any questions you may have.

SSP Procurement places significant emphasis on maximizing subcontracting opportunities with small, small disadvantaged, small woman owned, HUBZone, and service-disabled veteran owned small business concerns in both the local and national marketplace. This emphasis, although the primary responsibility of the SSP Procurement organization, is shared by all functional areas of SSP involved in the acquisition process. 

 

Acquisitions undertaken by SSP are, to the maximum extent practicable, handled via a competitive bidding process with the resultant subcontract being awarded to the lowest/technically acceptable bid offering the best value to the government. All SSP Procurement personnel are required to comply with a stringent code of professional ethics and conduct, and all current and potential suppliers are expected to do the same.
